Terms & Conditions of the Humanitarian Development Fund (HDF)

Welcome to the Humanitarian Development Fund (HDF) website. By accessing our services and submitting a funding application, you agree to the terms and conditions described below.
1. Nature of the Funding
1.1. Non-Refundable Funding
The Humanitarian Development Fund (HDF) (hereinafter the “Organization”) provides 100% Non-Refundable Funding for projects with significant social and humanitarian impact. This funding is a definitive social investment.
1.2. No Repayment or Debt
Unlike a loan or traditional investment, the allocation of funds requires no repayment, no interest payments, and creates no debt for the Beneficiary.
1.3. Return on Investment
The only return on investment sought by the Organization is the measurable Social and Humanitarian Impact generated by the funded Project.
2. Submission and Evaluation Procedure
2.1. Submission
All funding applications must be submitted via the dedicated form on our website, with all mandatory fields (marked with an *) completed. The accuracy and completeness of the information provided are the sole responsibility of the Applicant.
2.2. Data Confidentiality
The Organization commits to treating all submitted information confidentially and exclusively within the scope of the Project evaluation.
2.3. Selection Criteria
Projects are evaluated based on the following criteria:
Innovative Project: Original idea with a measurable social or humanitarian impact.
Aligned Mission: Consistency with the Organization’s humanitarian and development objectives.
Complete Application: Detailed documentation, clear budget, and objectives.
Measurable Impact: Ability to demonstrate and measure social impact.
2.4. Evaluation Timelines
The Organization commits to conducting an initial feasibility evaluation of the Project within 24 to 48 hours following submission.
3. Contact and Legal Process
3.1. Contact Initiation
Only Projects deemed relevant and aligned with our mission will be contacted to proceed with the process. No response within 48 hours indicates that the Project was not selected during the initial evaluation.
3.2. Legal Review
If a Project is selected, the Applicant will be contacted via WhatsApp or email for the legal review phase. This step is necessary to ensure the transparency, security, and compliance of the fund disbursement.
3.3. Required Documents
The selected Applicant must provide the necessary legal documents for the formalization of the non-refundable funding agreement, including [Example: identification, banking information, organization statutes if applicable].
4. Post-Funding Obligations
4.1. Use of Funds
The allocated funds must be used strictly in accordance with the Provisional Budget Breakdown detailed in the application file and validated in the funding agreements.
4.2. Monitoring and Impact Reports
The Beneficiary commits to providing the Organization with regular monitoring reports on the Project’s progress and the results achieved. These reports must allow for the measurement of the Social and Humanitarian Impact in line with the stated objectives.
4.3. Termination/Clawback Clause
The Organization reserves the right to cancel or request the repayment of funds (in exceptional and strictly defined cases) if the Beneficiary uses the funds for illegal, fraudulent, or non-compliant purposes with the Project’s objective, or in the event of manifest non-compliance with monitoring obligations.
5. General Provisions
5.1. Non-discrimination
The Organization evaluates all Projects without discrimination based on gender, race, religion, national origin, or type of entity (natural or legal person).
5.2. Applicable Law
